I’m looking for an online stock screener or filter service (preferably free) that would tell me which stocks that are mainly traded in the US markets (NYSE, NASDAQ and AMEX), also trade on international exchanges (London, Frankfurt, Tokyo, etc.)
Also, I’d like to find a way to know the opposite; ie. stocks that mainly trade in overseas exchanges that also have presence in US exchanges.
Any help is greatly appreciated.

Yes. A great source for this information is Reuters.
For example, here is a Reuters quote for General Electric:
http://www.reuters.com/finance/stocks/overview?symbol=GE.N
On the top line, right hand side you will see "view GE on other exchanges"
As you can see, one can get quotes for GE anywhere from Xetra in Germany to Lima.
Admittedly, not a screener per se, but a valuable tool in finding US stocks that trade overseas. This works equally well for foreign listed stocks that may or may not have a presence in the US
